Problems faced by NGOs in Gurgaon district

Issues with Admissions: Presently, 'Prayatna' is focusing on enrollment of migrant children of village Molahera, sector 22, sector 23 into nearby govt. schools, which are in Molahera and Carterpuri.

“With effect of Right To Education Act 2009 from 1st April all children have the right to access free and compulsory education.” While admitting children into Molahera govt. school, 'Prayatna' faced the following problems:

• Primary teaching staff unaware of RTE Act details and haven’t received official notification—only seen in newspapers.
• Head admitted, then denied children due to staff pressure; lack of awareness causing cumbersome process.
• RTE Section 14(2) says no child should be denied for lack of age proof, but school insists on it.
• RTE Section 4 allows appropriate-age admission, but tests are taken and dropouts can’t get in.
• RTE Section 13(2) prohibits screening, but schools conduct tests. Even after offering remedial coaching, 'Prayatna' was asked to approach DEEO/DEO.
• Admission fee criteria vary—no clarity across schools.

Approach to District Administration:

• 'Prayatna' raised issues with ADC, DEO, and DEEO of Gurgaon.
• Good meetings with DEEO & ADC. They listened, noted issues, and assured full support.
• DEEO Jyoti Chaudhary issued a letter for hassle-free admission: no fees, age proof, or affidavits needed for 'Prayatna' children.

Media Support:

Dainik Bhaskar reported the matter, followed up regularly, and gave continuous coverage. This pressured school authorities and helped escalate the issue.

Current Problem:

The benefits are exclusive to 'Prayatna' and not general:

• If someone doesn't approach officials
• If someone doesn't have the same letter
• If someone approaches as an individual under RTE
